It's quite a MET thing for PCSO's to be doing this sort of thing. Especially if they are on the safer neighbourhood teams. We use them to help improve the quality of life for residents and to support regular PC's, and anti-social behaviour is part of both of them. Granted, it is more common for them to deal with this in the airport than on the street but they still do it.

They sound like Dublin airport authority police here, why not have them in an airport deal with the stupid stuff while uniform wander round with mp5's looking tough and if the need arises deal with a terrorism situation

yeh, like deal with taxi touts, e.g. today on airport

is it just heathrow or do other airports have this service?
