I just cant believe obp that you guys cant do this. I mean it is one of the best ways to simply pull over a car to say hello and see who is in the vehicle etc etc. Really is good to be able to RBT anyone at anytime.

We can't random breath -*test*-('"), however we can stop any vehicle we want to without reason and if we smell alcohol then it is game on.
Also we have a power to breath -*test*-('") someone who has been involved in a collision, or has committed a moving traffic offence like speeding or having a light out, so it's not all bad.
Yep thats not too bad. Must say though having the power to rbt anyone anytime with no real reason is pretty cool
In Ireland we can't RBT at any time. We can do a breath -*test*-('") if 1) The driver has been involved in a collision 2) They have committed any road traffic offence 3) The Officer suspects consumption of alcohol.... The 3 C's we call them.. Collission, Commission, Consumption.
The random -*test*-('")s have to be carried out at a specific time and location, which has to be authorised in writting by an officer not below Inspector. In other words only at static checkpoints. During that authorised period, our power to demand the breath specimen, & power of arrest on failure / refusal etc., is drawn from a different, newer piece of legislation.
