it may be to do with the fact there is no oppertunity for specials to specialize (obviously not in depts like CID) in departments like traffic, e.g. warikshire or ANPR, Essex. they are left to do community policing

Why should they be allowed to specialise?
They are specials and as such should be there to support their regular colleagues, not take specialist jobs from them.

SWP is not recruiting specials at the moment. i believe they are putting the money towards recruiting PCSOs
